The Physiocratic constitution is what we refer to as The General Agreement.

It’s an agreement between all the stakeholders in society and the economy, to provide an exceptionally high standard of living for the population, including adequate living space and leisure time.

In return, the population grants all stakeholders a space to share their opinions, ideas and concerns, as well as a world-class environment to conduct commerce (in a manner that’s healthy for all citizens). Under the General Agreement, all the components of government and society agree to work toward the long-term interests of the country and its citizenry.

A Physiocratic constitution would guarantee citizens the right to time and space; ample physical space for their own needs (living, business), as well as plenty of free time to pursue their own creative desires outside of their place of employment. It would guarantee this without uncompensated intrusion (e.g., space that is visually desirable, and free time in which you cannot be reached by your employer). It would guarantee the right to a clean environment. It would guarantee the right to a life without burdensome taxation on their labor, efforts, and land improvements. It would guarantee civic freedoms, freedom of speech, privacy, and private property. It would guarantee an economy based on merit, ensuring equal opportunity rather than outcomes, and without any employment quotas. It would guarantee the right to a government free of corruption. It would guarantee rights to information. It would guarantee concerted efforts by representatives to minimize prices of Basic Essentials. Finally, it would guarantee the right to short-term employment when there is none available privately.

A separate set of rights would be guaranteed for business and entrepreneurs, including the right to have a business registered and legal to operate in less than 24 hours, and strong protections for private property. It would also guarantee the right to protection against government interference outside the law, with fair enforcement and an independent judiciary.
