Conclusion
I have briefly surveyed the most popular theories that purport to justify a human right of freedom of expression. To the extent they justify freedom of expression at all, either they justify narrow, retail rights that will vary over time and space; they do not fit our intuitions about freedom of expression; they are vague and indeterminate; or they cannot distinguish expression from conduct generally. I conclude that we do not have in hand a tenable general theory of freedom of expression.[284]
