Chapter 28. About manumitting slaves in the presence of the duoviri.
If any citizen of the municipium of Flavian Irni, who is a Latin, has manumitted his or her own male or female slave from slavery to liberty in the presence of the duoviri of this municipium (chosen) for making law or has ordered (the slave) to be free — as long as no fatherless minor (pupillus) or unmarried girl (virgo) or woman manumits anyone or orders him or her to be free without the authorization of a tutor — whatever male has thus been manumitted and ordered to be free, is to be free, and whatever female has been thus manumitted and ordered to be free, is to be free, just as any Latin freedmen with the fullest rights are or will be free.
(This is the case) provided that anyone who is less than twenty years old only manumits, if that number of decurions, by which under this law decrees are made and validated, has agreed that the reason for manumission is legitimate.15Chapter 29. About the giving of tutors.
Whoever does not have a tutor or whose tutor is uncertain, if he or she is a citizen of the municipium of Flavian Irni, and is not apupillus or pupilla, and has requested a duovir for making law of that municipium to give him or her a tutor, and has nominated the one whom he or she wishes to be given, then he (the duovir), who has been so requested, whether he has one or more colleagues in office, according to the opinion of all his colleagues, who is (sic) at that time in that municipium or within its boundaries, after a hearing has been held, shall give as tutor the one who was nominated if it seems best to him. But if he or she, in whose name the request is thus made, is a pupillus or pupilla, or if he, who has been so requested, does not have a colleague, or no colleague of his is in that municipium or within its boundaries, then he, who has been so requested, after a hearing has been held, within the next ten days from a decree of the decurions, which has been passed when no less than two-thirds of the decurions are present, shall give to him or her that tutor who was nominated, provided that the tutela does not pass from the legitimate tutor.16 Whoever has been given as tutor under this statute, provided that the tutela does not pass from the legitimate tutor, shall be as much legitimate tutor as if he were a Roman citizen and nearest agnate to a Roman citizen.
