FUNDING
The newspaper industry had throughout the history of the Press Council funded the operation of the body, levying its members for contributions to the financing. When I became chairman the budget was a paltry £650,000; almost immediately the Council asked for this to be increased for 1989 to £700,000 annually, with a desire to seek a negotiated increase in 1990.
At that time the industry was establishing a Press Board of Finance (Pressbof); it refused to grant any increase. This fact of limiting the financial resources of selfregulation, although specifically noted in Calcutt I, does not appear in the Report; no note of the budgetary provision is recorded in the Report. It might have also been noted in the Report that on the establishment of the Press Complaints Commission (PCC) Pressbof announced that it (the PCC) would start life, in 1991, with a budget of £1.2 million.
