Funding was an issue for Ukrainian independence, because Ukrainians had been deliberately impoverished. Russia controlled the food production and mining and industry of Ukraine, and everything was railed northwards to Moscow for notional “redistribution.” It proved costly in every way to struggle for national independence. At the start of the 1900s, Ukrainians could afford very little resistance. State funding was available for things like Russian education and monumental statuary, but never for support of Ukrainian culture.
