Social Disruption as Intended Consequence of a Culture of Impunity

It is not difficult to extrapolate from the respondent interview data cited above the disrup­tive effects of violence on family and community. However, the examination of three major areas of such disruption, representative of the disruptive consequences of the cul­ture of impunity, may help the reader in clarification and categorization of these phe­nomena. The three areas of (a) the existence of the civil patrols and their use in dividing villages and communities and in bringing them under the counterinsurgency apparatus; (b) the dismembering of families through disappearance and execution; and (c) the social distancing of communities of resistance from communities of complacence are the main disruptive aspects of the counterinsurgency culture.
