US Treasury bills, notes and bonds

The Bureau of the Fiscal Service, part of the United States Department of the Treasury, is responsible for managing US government securities. It borrows money from investors by issuing securities backed by the full faith and credit of the US government. It also administers TreasuryDirect, which offers online electronic dealings (purchasing and redeeming) to individual investors as well as financial institutions. The largest investors in US Treasuries are China and Japan, which wax and wane with respect to keenness to hold US debt - see Article 3.1.
