Introduction
Compulsory measures taken to reduce the risk of contagion of COVID-19 pandemics and the problems of the economy over the past few years will result in contraction in the economy in 2020 both on a global scale and in Turkish economy, according to the estimates of international authorities.
Governments frequently resort to expansionary monetary and fiscal policies with the aim of overcoming the current conjuncture period. Public transfer expenditures are one of these policy tools.In this chapter, we will examine the impact of the pandemic on economic growth, sectors and employment in Turkey. Then, the scope and spending dimension of public transfer expenditures offered to the sectors and segments affected by the crisis will be discussed and their role in overcoming the effects of the crisis will be evaluated. In the light of the findings of the case analysis, suggestions that policymakers can stimulate the economy in the short and long term through transfer expenditures will be discussed.
